They delayed the release of the creation kit and there's all that shit that went down about consoles pilfering mods so it hasn't really ramped up that well as yet mind.
I actually enjoyed FO4 and the DLC's besides the mediocre main storyline, but I didn't rush it.

I dunno m8, for me it basically had unbearably horrible shooting AND melee below what an oblivion modder could achieve gameplay wise, and the RPG mechanics, writing, story, characters, pretty much everything else but some of the DLCs all of them were just as bad. The only reedeming aspect is that it had a big world and a lot of shit to do (but just bearably) if you're impressed by that kind of stuff

Fallout 3 had a decent enough location, one that's filled with several landmarks, events and quests. You enter a landmark and you're instantly hit with a side or unmarked quest.

Side quests are a part of world design. Still, DC itself was unique in the way it split into different parts. It's hard to explain, but it's the same in the way Old Olney isn't the same as the area around Paradise Falls.
Don't know, Boston was alright. Liked the detail in the highway and the Glowing Sea, but it was just so fucking bland. Even characters were bland in F4, the only decent characters were Valentine and Deacon IMO.
Pros:

D.C was the most disappointing thing in a video game ever - to me. I was all giddy and ready to explore that place top to bottom (after a very, very disappointing ride since the game was shite) and I got presented with path blocking rubble and a bunch of sewers.
And fo4 characters might be bland but at least as far as the base fo3 game they are far, far better. Too lazy to get into the DLC but the only good aspect of fo3 for me was the pit and point lookout, the main game was mothership zeta tier all the way through
