Every game that has "pay money to unlock all this shit early instead of playing through the game" is selling a cheat code as DLC.

Because, for some reason, grinding became a feature of singleplayer games. Can't have you input a special code to make a tank fall from the sky anymore, how else would players stay involved in a game if they don't have to grind for that tank? Special weapons and vehicles are a reward for investing your time in a game, not something for you to enjoy just because you bought it. Achievement hunts and in game purchases with in game currencies you have to grind for are methods of keeping you playing a game for longer in order to experience the content you want. Timegating your fun like this gained fame as a method for keeping people playing mmos, but for some reason it became common in singleplayer games, and you can't have cheats if you want a player to grind.

Beyond selling "cheat" abilities as DLC, as already mentioned, companies don't feel safe with letting players mess around in games on that deep a level.
Someone turning on infinite ammo or skipping levels could ruin the image of the game the developer had in their mind. Even sandbox games are aimed at presenting a cohesive experience, instead or letting the player doing what they want.
On top of that, gaming's big money nowadays. Aside from independent developers, everyone's to worried about getting sued, and leaving in unapproved content like cheats or easter eggs, will trigger advice from the legal department.
