Pokemon in your 'Nearby Pokemon' expanded tab are listed from nearest to furthest, from top left to bottom right.
If you're walking somewhere and [pokemon you want] silhouette shows up in the bottom right then move in directions that make it climb up the list and you know you're heading in the right direction, if you go somewhere and it goes down the list you're either moving away OR another pokemon is getting even closer than that one.
