Economic states being what they are, you'll likely not see anything in the way of an industry crop up outside the occasional enthusiasts or hyper low budget nonexistent games.
With computer technology being what it is, give it 10-20 years and you'll probably see them, "them" being your usual array of third-world countries, come up with their own Ice Pick Lodge or ACE Team, but even then that's a long shot.
Chances are, anyone who's serious about making games, movies, general art in any of these shithole countries is going to move to one of the industry centers.

Off topic but I remember I used to frequent a blog that I forgot the name of some African woman.
