This it was mainly the cheat codes that made it fun - past the point of just bumbing things with your car - steaing more cars and killing people.
For gta 4 . then gta 5 they've tried to add more features which forced you to take the game more "seriously" and grind even in free roam. This made the game feel "realistic" compared to cartoonish, surreal - which was the original style - so gta v got boring pretty quick.
I was so burned out by the base mechanics that I did not even try cheat codes while progressing story or after it... while on san andreas I could not resist writing hesoyam first second of the game or something more retarded.
Instead of taking that bike - going around the world nuking everyone from a hydra.

Prototype tone down the crazy shit you can do and the enemies you can fight. You mostly fight the military's conventional hardware (Tanks and Helicopters) and only fight against infected less than you should. HULK:UD had you fight Hulkbusters and the army's version a fucking Megazord near the end of the game. The moveset is the same but somehow feel less powerful than the Hulk's, plus the controls felt off like holding down the jump button to charge up your jump instead of holding it to jump higher. I missed turning vehicles into improvised weapons but instead I have to deal with the stupid forms you had in Prototype and there were no fun costume unlockables. Prototype 2 was even more bullshit.

The big pitfall of free roaming is when a game lacks some way for the player to set their own goals or it's simply too shallow. I used to play prototype for long stretches of time where I'd disguise as a soldier, get a rifle, and go try to hold down some part of the city with other soldiers. Even that is very shallow though, being that you don't get any meaningful changes in the game as a result of that. MGS5 kind of pushes this in the right direction, with stealing shit and kidnapping soldiers and whatnot, but the outcomes of your actions just don't have enough of an impact. I really want an open world game where I can truly set my own goals to some deeper extent than what we get now.

I wish MGS5 had the locked outposts with weapons and items in them like Ground Zeroes did. Itd be so fucking cool to start a free roam in subsistence mode with nothing and then loot outposts for advanced gear which you can use to finish the missiohns around the map. Also certain soldiers with upgraded gear would be so cool instead of them all using the same standard weapon. Some boss type soldiers carrying an upgraded smg with scope and silencer or some shit.

Yeah I don't get why they didn't have some basic chain of command among the npc's. I can't remember what game did it, I think fear did, but one NPC could make decisions that were distributed among other NPCs associated with it. The barren world is fucked up though. So many diamonds and resources and shit around but no useful items of any kind. idk how you even fuck that up.

The overworld used to be fun in GTA but after it went all ""realistic"" with IV not so much. The games used to be about the world but now they're about the narrative experience and that's where most of the effort went leaving the rest accordingly.
