The problem with Mei is the nature of her abilities means even the slightest buff could be completely OP. Her abilities need a rework so they're easier to deal with while also being easier to use, because right now they're basically "all or nothing." For example, the ice wall is currently 500 damage per pillar to knock down. Let's reduce that to 150 damage, but she gets a maximum of three charges and gains a charge every 5 seconds. Or the Cryo-Freeze can heal 250 damage instead of 150 but is interrupted if the pillar takes 250 damage. Or she freezes after dealing a third of the target's health in damage, which makes her more effective against flankers and less effective against tanks.

The Blizzard model is simply passing the overpowerness around with every patch. Their idea of 'rebalancing' is to nerf something to uselessness and then immediately buff something else to counterbalance it.
If you're cynical enough you might think they're actually doing it on purpose to make players constantly switch up their mains and make more money off microtransactions.
Tried her out today for the first time in quick play. Lot of potential for fun.
