Download the games from MoriyaShrine or use the torrent on nyaa. Read the wiki for game mechanics. Wiki isn't bad for learning about the story either, but it's probably better to use the official print works for that.
Start with any game you want. Find one you like and stick with it at least until you can 1cc normal. I recommend Touhou 6, 7, 8, or 10 for beginners though.
