It's very rare for a good game to be made worse by "fanservice" that detracts from the experience of people playing for gameplay/story/etc. Most games with "fanservice" aren't worth playing in the first place, but the "fanservice" gives it some form of appeal to some people.

There are forms of fanservice other than sexual. Like throwing a bone to fans of game series by introducing a location that is reminiscent of something important from the past. Or a line of dialogue that references it. Or taking a community joke and including it into the game. It's thanks to reactionary idiots that the term "fanservice" has been relegated to upskirt shots of anime girls. This is fanservice too. And I am completely alright with it. In fact more of it should be done, best in ways that are not too jarring with the game tone. It actually shows that the developers are at least occasionally paying attention to their fandom.

Fan service can make me buy or not purchase a game.
For example, I didn't purchase Xenoblade X because I had it in my mind to make a small flat chested girl and dress her up in lewd outfits.

I believe that most games should not have fan service in them. Just like most games should not have a crafting feature. If it works in the game, or it was designed to be part of the game, then I will choose whether or not to enjoy it.
Witcher 3 has fan service in it. I am not going to buy it because I am not attracted to the girls. Same with Metal Gear 5. So to this end, fan service is pretty much just another aspect in the game. Any game is allowed to have it. Sometimes it is good, sometimes it is not. It just depends on the person buying it.

Like most folks, I'm not against it. I don't like it shoved into my face though with some unskippable cutscene or whatever, I'd much rather have secret areas/unlockable costumes.
Makes the fap more satisfying, like you worked for it. Having it as an unlockable bit of content makes it a bit more intimate too. I do think its a bit obnoxious when its shoved in your face, but I'm not gonna complain much either.
