Bottlenecks are for the most part horribly exaggerated in terms of how they affect GPU performance. The only time you'll really notice a drop in performance is if the game is heavily reliant on the CPU and you have a shit one.

I'm building a PC for the first time. I've got everything decided on except for the GPU. I want the 1070, but it sends me a bit too fat over my budget. Will I be fine getting a 960, or is it cheaper in the long run to get the 1070?

How much are you paying for the 960? If you're hard up for cash, get a 480 or wait to see how the 1060 does, or wait for people to start mass selling off their 970s and 980s and snag one for very cheap.

It'll be cheaper in the long run to get a 1070. The 960 is on it's way out.
If it's out of your budget just get an AMD 480.
If you're absolutely bent on Nvidia, get a 970 or wait for the 1060 in a week.

960 was trash on release it's an even bigger trash now. If you want a long lasting gpu that will max out games in the next 4-5 years get a 1070, if you can't go over your budget get a 1060 - it will be more than enough to max out games in 1080p for a long time.

1070 isn't that great. Small 256-bit bus (lmao, seriously?), and Pascal's architecture is terrible for DX12 and Vulkan. AMD is simply superior to get over the next few years. You'll end up getting cucked with the new Nvidia cards.

960 suffers of being a 128-bit card, meaning it can barely utilize anything more than ~2GB of vRAM effectively.
1060's Founder's edition has already proven to be stronger than 980 in benchmarks, a lot cooler and less power requiring than AMD's 480, and the non-founder's edition variants will have a price starting from 249$.

No denying it at this point lad. Nvidia is holding everyone back by having these cards that destroy DX11 but are complete shit in Vulkan and DX12. You can't really defend Nvidia at this point, Pascal is a complete flop in the long term. I mean look at this shit, the RX 480 costing half as much yet performing only 10% slower.
