So help me out here. If a Pokemon is somewhere in the world its there for all players but someone catching it doesn't remove it?

How does the whole level scaling fit into that? The higher level you are the more powerful the pokemon is when you catch it? So different level players will get different versions of the same pokemon even if they're capturing the "same"?
