Because, to be honest, I find Vicky 2 to be one of the least railroad-y of the Paradox games. To some degree, EU3 and 4 are somewhat more railroad-y.

You can't start a war because of alliances and even if you do find someone to pick on a great power can get involved to stop you just cuz.
You can't control your population's political mindedness so you have to do whatever they want.
What can you even do in the game? There's no domestic or international control.

This is true, but not because of artificial, railroad stuff. Yes, alliances will be set in the beginning, but I've seen wildly different games near the mid-to-end. Great Wars can be among any number of countries, and I've seen a variety of alliance types (and, often, multiple Great Wars).
I guess one thing that is set in stone is that Britain calls the shots. But, that's kind of realistic. The game isn't so much about doing whatever you like, when you like - it feels realistic with respect to that.

About four months of experimenting and I finally managed to beat the US into surrender as Mexico. And then get dragged into a war between the USSR and Germany.
