As a Mercy main it's not like her ult charged slow to begin with, hell it wasn't too uncommon for me to have an ult within the first 20-30 seconds of the game, this won't have that much of a noticeable impact unless you use your ult within seconds of always getting it. I think the tradeoff is worth it, you can move while casting it meaning you're less likely to die when rezzing at a critical situation. That boost to the damage buff is really nice too.

The change doesn't fix the root of the problem. People stacked certain characters because Overtime is bullshit in this game and if you're not going super sustain you will lose eventually to the team that does. This change also limits a lot of the little actual strategy there is to the game.
