I literally deal with the sort of shitters this game is supposed to be about every day and the only reason they can't get through life is because most of them are fucking retarded, or view the social """status""" they have with their ghetto peers as more important than providing for their children.
There is a gulf in how "normal" people and most of the people in the ghetto live. The way they view success and failure. The way they respond to the same. What they aspire to. What their goals are. The way they bring down people that try to reach beyond what they started with. Whatever redeeming qualities they may have as humans are often overshadowed by their total inability to deal with anything other than the present. They do not plan for the future, they do not learn from past mistakes. They remain children their entire lives. They get their bennies once a month (or more often), go crazy, and are broke for the other 29 days of the year. They do not try to better their own lives or situation and aren't really even interested in doing it.
Everything down to the way these people approach civic responsibility (they don't) and even the way they grieve or worship is different from how civilized people act. Ever been to a gang funeral? All cultures and even subcultures celebrate differently, but this shit is bizarre. Even when one of their own kills one of them, they don't focus on finding a middle ground, or finding justice, or looking at how to improve their own station in life to move beyond this. They will twist and turn everything around and no matter what never move to improve anything. They are happy being pathetic, or at least not mad or motivated enough to move beyond it. And this in spite of all the social programs, all the free shit, all the EVERYTHING they have to offer them incentive to be a productive member of society. Got to the end with about 500 to spare. I've been in this situation in real life, and they act like the concessions you need to make to survive are horrible. It's absolutely retarded. The child thing is bullshit too. The pet thing too, where's my option to put it down myself? The leak in the sink required me to buy tools? Why can't I borrow some from a neighbor? If this were real life I'd have breezed through it and had enough to make rent next month plus an additional $250 to make the car payment. Then I'd have called the dealership to get a payment plan of some sort hashed out. Fuck this game and fuck the creators for trying to guilt 10 bucks out of me.

I will agree with you on most of those programs but not on Section 8.
Section 8 is usually only open 1 day of the year to apply and even then there is a waiting list.
I know people who have been on that waiting list for over 5 years.
I work a minimum wage job (while going to college) and while I can pay my living expenses it still leaves for very little savings.
The cheapest one bed apartments around where I live around 850USD a month and it's not like there are high paying jobs available here.
Still I keep a good budget so I can live with 850 rent then 50USD electricity and 40USD internet with 15USD going to the phone bill and another 130USD to food.
I have a car but insurance is only 267USD a year and if anything happens I can take the bus to college.

A lot of this is applicable to some, but bullshit to others. My uncle, like a father to me, has a degenerative disease that in less than a year has left him in constant pain and he can barely walk. He had to borrow money from his friends to pay for his groceries and rent for the 8 months it took them to recognize his disability and begin his benefits. He went to apply for food stamps and they offered him $16 a month. He was told he would receive back-pay for the 6 months he was waiting for approval (they decided not to count his first 2 months) then at they end they said no back-pay unless it's over 6 months. Wow, what a coincidence.
Well everything is better now that he's getting his disability payments, right? Sure, except they're making him wait 2 years to get on medicare, or medicaid or whatever government medical insurance is offered. He's been recognized as being too fucking sick to work, so why the hell aren't they at least giving him fucking medical care?
I'm not saying it's not his fault that he's too dumb to have savings despite working since he was 15. I'm just saying that shit doesn't work very well for a lot of people. Also i'm venting. It looks likely that he'll die before they get him on to any sort of insurance, and he's at the point where he welcomes death over the constant pain.
