Are those coal powered inserters? It looks like the aren't working so your boilers aren't heating the water to power the steam engine.
I have no idea why coal powered inserters even exist in this game since you can easily make yellow inserters at the start.

using coal inserters is good for your first steam engine, because you will have a large abundance of coal and you dont have to manually fill the boilers. you also then don't have electrically powered inserters eating into your power supply from the get go.
btw OP, the ratio should be 14 boilers to 10 steam engines, if i recall correctly.

Were twin headed trains a thing before this patch? I remember trying to make them earlier but they didn't work. Its so nice not having to make massive turnabouts for every shitty outpost.
