It depends on a couple of factors. Weather, climate, and location. Fire types can be found near gas stations on sunny days, water types near water or during storms, grass types are found near forests. Better and more rare pokemon begin to spawn more frequently when you get to higher trainer levels. You may see only pidgeys and shit for a bit but once you start leveling up you'll find more stuff like kakunas and nidorans and stuff.

Not quite, certain biomes definitely have specific sets of pokemon that can spawn. Waterfronts have lots of psyduck and magikarp and this fucking park I'm in clefairys and evees are common as shit.
In the case of starters though, I generally find them near lure modules in somewhat grassy, somewhat urban areas. Squirtles near water pretty often but otherwise it might just be random for them.

That makes sense considering that in the games player levels pokes would be stronger than similar pokes in the wild. I heard also that it's more efficient to level up stage one pokemon, then evolve them, than the other way around but the stardust costs seems to be the same, and I would only get +13 cp on a nidoran and +20~ on the nidorina, so I suspect it may not matter. However, you can save a ton of dust if you find a high level pre evolved Pokemon that you intend to battle with.
