Well, if I'm right, the androids areultimately meant to replace humanity, similar to the replicants, which is why Emil imbued them with false human memories. Therefore, one would expect that they WOULD have fully functional vaginas/penises, since they should theoretically be as similar to humans visually and functionally as possible
The question is where Toobie falls in that ultimate lineage, since we know A2 isn't nearly as accurately-constructed (what with the doll joints and all)
