This newest saga in Super has some Kai from another universe who is pissed at humans for some unknown reason. There is something so wrong with humans he considers them the one mistake that top god ever made and is dedicated to eradicating them from every universe.This will be whatever transformation they get in Xenoverse 2.DLC only obviously.

i recently scrapped my Majins scientist backstory and instead just gave her a simpler one. she's just an oddball of a person that likes to play with ki blasts, doing strange things with them.meanwhile her parents are giant dorks and have way too much "fun parent" energy for anyone in the universe to be able to handle.she'd likely relate with Pan pretty well.
i also have a Tuffle (human) character that's a weak 15 year old girl. she has a talent for drawing energy, as done with the spirit bomb, from other things slowly and storing it in her body to use as her own strength, but its expanded quickly in fights and without it she's weaker than the average human and doesnt have much in the way of technique for fighting in general.
So design wise the game will be the same? With the parallel quest and co-op?

Which is a much smaller change than giving kid goku flying, anon. Power levels aren't the problem, it's the mechanics and story issue. Sure, you could just say fuck it and let everyone fly and fire ki blasts, but that's cheap in my opinion. And since there's so many DBZ and DBZ Movies and DBS shit they can add, they dont' have to resort to that.
That said I wouldn't mind seeing King Piccolo or Tao Baibai coming back.

You're missing the point. There is no story issue with it because they don't need to add DB story missions, just the characters.
There is literally nothing wrong with adding Kid Goku to be playable only and letting him fly around and do stuff, same with the other characters. Besides if they really wanted to get creative, have him ride the Nimbus instead of flying, or just use GT Kid Goku and give him a DB outfit, not hard.
