The Thief games do steampunk rather well by keeping it more subtle, wrapping industrialism up into a religion and way of life, and the more industrialized locations are, it's more dangerous to you as the player since it leads to loud metal walkways and troublesome security measures. I always felt like it merely shared the Victorian inspirations but with a way more distinct dieselpunk feeling; brick buildings giving way for concrete industry, old values being thrown down the abattoir with the whale carcasses that power the city's new industrial age, a plague brought about by the new order. Cyberpunk was the first, and it made sense because it combined Cyber (I.E. high-tech, futuristic, etc) with Punk (that fashion movement from the 80s-90s.)
Then Steampunk got invented, and they used the name because they thought it sounded cool, and was a reference to the extremely popular Cyberpunk genera. It also did the same thing by imagining a world of high technology, but in the past instead of the future.
Then, people who didn't want to associate themselves with steampunk and wanted to be special snowflakes invented everything else, again sticking the punk on just because.

And the steampunk wasn't over the top. There was one airship in the game, a couple of gliders and they all crash and burn. Steam locomotives are a thing but they're chewing up the countryside. It influenced the genre, was "thematically" adapted into Blade Runner which was massively influential on the genre, but putting it under the same hat as the Sprawl Trilogy or Ghost In The Shell is sort of like lumping the Foundation Trilogy with the Flash Gordon serials.
PKD's work was New Wave science fiction, much broader and philosophical in scope than Cyberpunk tends to be, less interested with the technological side of things, more with big ideas.
