I swear the voice actor did a horrible job.
They would have done better to hire some dude off the streets in Serbia and they would get better results. The accent was some sort of "totally not russian". Russian accent drags too much, and speaking as someone who knows a lot of people from the balkans, when they have accents it usually sounds like they're ending a sentence after each word, very sharp, while Russian accents sound elongated.

As far as I know OGS is just a mod that restores some of the lost content. There are a lot of other mods like that as well.
If you want actual alphas and betas of STALKER, there's around 30+ gigs of them on rutracker. Though some of them are behind a password, but the majority of them are playable, even if they're buggy.

As far as I know, it's due to a fair bit of content being bugged, taking too much time to get polished or implemented. As far as I've read, the final decisions of the content being removed or changed were made by THQ, who were publishing SoC and sponsoring its development for a few years.
