It is, the worst I'll say about it is that the animation is inconsistent, but what the fuck else is new in the world of anime studios. Although after the first Phantom Blood movie was canned because of how bad it was, like, as in destroyed and removed from the face of the Earth, Jojofriends have been thirsty for ANYTHING at this point
Berserk is the opposite case, where no adaptation would be better than the absolute bare-fucking-minimum effort that it gets saddled with, to date, no anime adaptation has been faithful to the manga, and the original anime, while missing some stuff, is as good as it gets, up until it ends at the Eclipse and was never renewed. Getting rid of Skully, Wyald and the Bakiraka are major things that ALL adaptations have fucked-up, alongside really asinine changes to the plot

I guess it depends on what you mean by filler, it's pretty tight and focused when reading, despite there being a fuckton of people to fight, as they're going through the entire Tarot and roster of major Egyptian gods. Translating to anime means that in addition to a fuckton of speedbumps along the way to Cairo via fights, you still have really detailed and animated fights to showcase, which is why there's a fuckton of episodes, a bunch being two-parters for the really crazy fights

Jojos is fundamentally about good and evil. Jonathan was a perfect good character and Dio was a perfect evil character. All of Jonathan's descendants are also unambiguously good and noble people, and while Araki does try to throw some human flaws in them, they are all still extremely firmly in the 'good' camp to pretty much the same degree Jonathan is. People often point to Joseph as an example of a more morally ambiguous character, but if you remember Part 3 plays him more as the moral counterpart to Dio than Jotaro, and he acts selflessly throughout the entire part with Polnareff describing him as the light to Dio's darkness.
Leaving Dio aside, all his henchment and descendants are, with a handful of notable exceptions, complete psychopaths with no redeemable qualities. Even Hokuto no Ken, which is one of the most blatantly good vs evil franchises you can think of, puts more effort into making it's villains sympathisable than Jojos does.
That's just what Jojos is. It's good vs evil. It's a shounen. A few outlying exceptions doesn't change that, and it's the wrong series to be whining that the antagonist is actually an evil character.

It's massively obvious in part 6, but the whole beginning/cycle thing is apparent in part 3 for multiple reasons:

If you want to experience it for real you should read Part 6.
If not thenPart 6 ends with the universe "dying and being reborn" or entering a new cycle with everything being different. This leads into Parts 7 and 8 which take place in that alternate universe. Stands work differently, major characters show up again with major changes to looks/personality etc.

I have read the manga all the way up through Part 7 (letting part 8 finish before I read more because I don't like the constant stopping and starting that comes with reading manga as it comes out) and my assessment still stands. It isn't particularly deep, it's just a fun tale that takes absurd situations and gets overdramatic about them. Even when you read the part 5 scans that aren't horrendously translated, it's still extremely guilty of having many of its fights stretch into total bullshit solution territory. Not to mention Araki just straight up forgetting one of Giorno's abilities (the counter ability) after one fight and never referencing it again, even though it should have made him and just about everybody else on the team more or less invincible. He also wrote an entire character out because he couldn't think of any other interesting ways for him to win fights only to bring a villain in that had the same power but with an elevation gimmick. Part 5 was one of the weaker parts, whether you're reading the shit scans or not. Stop spreading rumors. Fugo was originally a mole, but he changed his mind so he just leaves. He probably realized he already had giorno "solve" the poison during the mirror fight or thought a character in a shounen punchman comic going "I like living, I'm not going to risk dying on a 1 in a billion chancve of beating this guy" was an interesting subversion.
Part 5 has the peak of shounen stand fights, it goes balls out with violence/gore, the stand powers are creative without becoming overly specific and stupid, the good and bad guys are both very flamboyant and it does this really neat thing where it swaps viewpoints between hero and villian during the fight as they each try to outdo the other by doing increasingly insane things. No other part touches it when it comes to pure balls to the wall action and the artwork is easily the best of the shounen era because araki really loves itally and spent his time drawing all the backgrounds.

Not a game, but Heroes had an ACTUAL Jojo reference, in the form of a time traveling Japanese guy freezing time and yelling out muda muda. Also, the character has a blog where he talks about Future Trunks and Dio being cool. In hindsight, that was a pretty lazy character design, since all they could be bothered to do with a Japanese guy is have him talk about anime and tell people that he's not Chinese. It's not, part 1 is kinda shitty but the pacing is VERY good. it draws you in, none of this "okay here is the villian, you'' see him defeated in 20 episodes. no, they talk about him, then build him up, and then literally next episode they are fighting. same applies throughout.
Part 2 slows down, and part 3 is VERY slow, you could skip half of season 3 before the egypt arch with the exception of the D'arby fight. Anubis was okay.
the pacing is good for someone who wants something to watch and enjoy, don't take the plot too seriously because the visual style and the over the top shit about it carries it.

Part 1 worked perfectly as a small part of the part 2 anime.
Its pacing was flawless.
Part 2 was a bit wonky but without making fairly significant changes to the adaption there's not too much you could do there.
Part 3 had no reason to run all year and much more of it should've been dedicated to Dio's fight.
Part 4 looks on track to run well but you're still gonna have the obvious divide between Pre-kira DiU and post.

Part 3 had a hell of a lot of filler but since there was so much that wasn't covered by the original OAVs, they figured they might as well just include everything. Likewise, I got a great Dio fight in the OAV, so I can handle the TV version not being as thorough as I'd have liked.
Part 4 I'm still interested in seeing what they do. I DUWANG'd the manga years ago and while I understood most of what was going on, it's the subtleties I'm looking forward to picking up on, which is why the new OP with all the hints has been great.
