Los Santos and the Badlands are great.
San Fierro slows down and is kind of bland until the climax missions with Woozie.
Game picks back up in the desert missions / Las Venturas, and peaks once you return to Los Santos and the gang territories is brought back in full, and you get to return to being a str8 g.
San Fierro is actually a nice city, but it was so underutilized in the game, and didn't have enough shit going on to make it interesting.

Because casuals bought the games thinking they were rooty tooty point and shooty games rather than the critique of american culture they actually are.
GTA III Was meant to deconstruct the romanticism of International Organized crime with the Italian American 'old guard' falling to the cartels of Mexico.
Vice City is meant to Deconstruct the glamour of the booming drug trade in the 80's and lampshade the Ethnic wars also occuring at the time.
San Andreas was meant to Deconstruct the rise of street gangs in the 90's but they fucked up. The tried to fill the game with too much so the original point gets lost. The game would of been better if warring gangs were tied to the record industry as a parralel to the real life east coast vs west coast gangs of the 90's.
But instead we got a serious narrative that flies off the rails into wackiness which completely undermines the gang narrative that the start of the game sets up.
