Uther. Stratholme really did need to be purged, it was the only way to stop the plague at that time, it was because nobody supported him in it Arthas went a bit loopy.
Jaina. Even with being as close to Arthas as she was, she is enough to be the third party to confirm the fact that Stratholme was doomed and that it was a better fate for the villagers to go down as martyrs instead of having their flesh rip apart and their bones twist and contort into the shape of Ghouls.
Uther still had it plausible that he didn't know the strength of the Scourge, the effects of letting their forces grow, and how quickly they were spreading due to the infected grain. Combine that with the fact that Arthas could be viewed as growing mad to those that haven't fought the Scourge. Uther needed someone else to let him know that it was truth.
Jaina knew all of these things and still just let everything happen. It was her first step to being one of the number one shitters in the Alliance for decades to come.

Much as I dislike the hero system and wanted more of a newer WC2, yes worth it. One of the few games I played start to finish without another on the side.
Also you can sometimes find copies in stores like Walmart if you really want to have a manual.
