you dont spend money on armies and military tech when there is no conflict in sight. you turtle and gather resources and then spend them when needed. The US has a bunch of old mil tech that they have to constantly upkeep and upgrade. its not really worth it. richer countries could wipe the US if they changed focus.

You also have to take quality of forces into effect. If the US is given a rest period to essentially reset then the volunteer military will be shit. If it's still "we've been fighting wars" US then China is fucked.
We've been fighting wars murrika managed to sneak a pack of three subs into firing range of Beijing three times in the last eight years. All three times Australia cried to the US that China is expanding Pacific holdings too and begged murrika to do something.
The real question is if the anti-carrier missiles actually work because then we'll basically be stuck in a long range missile war in the Pacific. If they don't work as intended, or the laser intercept systems go live in the Navy, then China has to deal with US air power.
