It's not about meeting the incentives, it's about forcing people to act in a small amount of time. If you put everything up on day 1 then they'll get met easily because people will just pick a random incentive when donating. If you do it like this, those random donations still happen (but end up going to epic animals meme) but they also give people 4 hours to scramble $200k together.
