If nintendo made a phone or handheld with up to date specs they'd go with a custom SoC with mali or powerVR iGPUs like with the vita since it's for gaming they'll want to minmax it more in favour of graphics than for a smartphone SoC and qualcomm has a monopoly on adreno graphics.

ARMv7 is very modern, the krait 400 CPUs are still quite capable, my note 3 still gets about 2900-3000p in geekbench multi threaded, latest iphones are only around 5000p.
The point is they wouldn't buy a SoC, they would find some shitty CPU maker like allwinner, rockchip, amlogic whatever and they'd want to drop a strong and scalable iGPU and there are really only 4 players in the mobile iGPU market and only 2 of them can be bought for your own custom SoCs Just look at what you find in mediatek, rockchip, you know the rest.
