You can already have multiple presets saved at once and available to choose from at character select.
In-game they have several instances of a character 'transforming' to what in-game is a different character, they just have them 'fly away' for the swap to happen.
I remember in one of the budokai games, I believe, when Frieza transformed he wet inside a purple sphere then burst out of it in his new form.
from a programming perspective, it shouldn't be too hard to do similar. Have you designate specific presets and your first, second, third etc forms. and when you transform you go inside the ball, get your chara swapped out for the next preset, and the battle resumes.
the only tricky thing is that you'd have to make them invincible while transforming, wich means you wouldn't be able to prevent it by depleting their stamina like with saiyans, but that really doesn't seem like it would be an incredibly OP thing. Other DBZ games have had you invincible while transforming.

However, "Ultra Buu", that is Gotenks or Gohan absorbed Buu, is way stronger and only Vegetto could face him. That is definitely the strongest Buu. Kid Buu is only stronger than Fatboy and Slim.

Not to butt in to your argument, but what translation is that from? That isn't accurate at all. I mean, it's not a horrible translation or anything, but it's definitely not a direct translation and is structured more like a rewrite.
On topic, when they remove Fat Buu from Super Buu, his ki (ki, not chi. That's another weird part of the translation there even if they basically mean the same thing) rapidly drops as he grows weaker, but then it spikes back up again instantly as he reverts back to his original form. It doesn't spike up to more than it was previously, they were just surprised that it rose at all after falling. That's all it was
