This is probably the best way to do it. Base form frieza race customization already lets you mix and match parts from different forms, how do you do a transformation that goes above that.

I had this problem when looking at it. Here's the scoop:
There are 2 major facets of the game, the story mode and the Parallel quests. Story mode is all single player you play with your created character. The Parallel quests are basically missions that earn you exp, moves, and abilities and can be done with NPC helpers or other players. You can use either your custom characters you've made or official characters for the quests. You'll also want player characters since the NPCs are fucking braindead and you'll go up against some overpowered motherfuckers. Seeing as the PQ's are how you unlock all of the stuff for your player character you're supposed to be doing both the story mode and the quests.
You have to get to a certain point of the story before you can jump into the online server and see and play with other player characters in the hub.

Well you're right, if you just have the arms be props that do nothing then you don't have to change the animations, but here I thought you wanted something GOOD, not garbage. Human males and human females have different skeletons, so the animations can't just be swapped between them, they'd look deformed. So in order to have the 4 arm transformation not be fucking shit, they'd have to animate new combos for male and female CaCs and that would be far more work than dimps have shown to want to do, considering Freezer's golden reskin and Majin's literal character swaps.
