Honest question for anyone. I downloaded the game through the American App Store to a Canadian iPhone. There's a rumor going around that Niantic could start banning players who started playing in their region before launch, specifically players that downloaded the file online.

Theres a firestation nearby, and I saw sparks and flames and all sorts of attack-like effects going on at it until it stopped.

Iv used 10. 5 in my local park filled with pokemon and 5 in my house. It has always been 4 to 5 pokemon from incense.
I cleared the park first before using it twice and didnt three times. But you can always tell which pokemon are incense and which ones are not because incense spawn ontop of you and normal pokemon spawn on the edges of your control area thing.
It seems like the whole point of incense is to use them when at home.
Some other things; whats on your current "nearby" is irrelevant to incense, you can find things not on the list. You see more lower CP pokemon than higher level ones but you can get some good pokemon very rarely (best iv gotten is a 160 Machop). Time of day does seem to impact your incense in that you will very rarely see night time pokemon.
Not going to pretend everything i said is 100% true. But its what iv found using them so far.

Might just be streets with heavy traffic expected in general. When I was cutting through neighborhoods or going down side streets I would have one pop up about every half mile, but going down major streets I'd be lucky if I saw one in 4-5 miles.
