Mercy:
Can Heal ONE person. OR Damage Boost ONE person. OR defend herself. Can Fly, but only to Allies which is usually dangerous unless it's a flying Pharah.
Ult: Either held for long times until enough people die, or "wasted" on 1-2 people who then die again anyways.
Lucio:
Heals his entire team simultaneously, can boost the regen speed every so often, OR can speed up the team and get fatass Roadhog to the point sooner; can knockback to save his own ass.
Ult: Usable anytime, large aoe radius, temporary shield that can easily turn the tides or cancel out entire ults like Reaper's or Junkrat's if done at the right time.

Honestly Mercy needs to be totally reworked, the revive ult is too powerful, charges too fast, and is brainless to use. There's no counterplay for it, either. You either kill Mercy the moment you see her or else she will get it off.

Bringing someone back on the spot with 100% hp is infinitely better than them having to respawn and walk back, especially if it's someone like Reinhardt or Zarya who can immediately get back to tanking. Killing Mercy before her team is also next to impossible since you have to go through the entirety of her team to kill her.
