Ults are obviously designed as a free 1-4 kills so that even the shittiest players can feel accomplished and break their death streak. It has nothing to do with cheating or not.

The aimbot targets the head or centre of characters
He kills the characters, but then they get resurrected. Unfortunately, when resurrected the characters are invincible for about 2 seconds while glowing, but still register to the bot as a valid model (it's still not sophisticated enough to not target invulnerable models).
Taimou tries dislocking the bot from the invincible models several times but it keeps snapping back
He blatantly did it again in a potg in another match. Recon visor was on and it snapped to D.va in the spawn room behind 2 walls
The top player in Overwatch right now, Surefour, botted blatantly in OW and previous games but is still celebrated as "the best"
He botted (even as tracer) in a beta tournament (the bot hilariously spazzed out at one point when a winston was leaping around him)
