So does Underhell. It has nothing to do with available power or anything like that (though doing a good looking reflection in a modern game that isn't a screen space reflection is taxing still) it's just devs are lazy as shit and don't feel like implementing mirrors.
Though there's still plenty of games with mirrors, but cracked mirrors that work almost never exist.

Pretty much every game you're thinking of from the past just doubled everything and put it behind the mirror in another room basically. This doesn't work as easily with not only models and textures, but with the lighting games use today and post processing and such. Deferred rendering might cause some issues too. Basically there's a lot more going on during the rendering process than in the past so doubling that takes way more of a performance hit. But like you said, it still exists, it's just not as common because of this.

It's a matter of power really. In older games you only had a few objects with little geometry and very basic shaders, but now rendering a decent scene implies much more calculation, and reflections more or less double them

Screen space reflections can't be used for mirrors because they can only reflect what's on the screen. Water reflections and reflections on shiny surfaces are done with screen space reflections, and they don't have too much of an impact. These are actually pretty common. There are various methods of doing mirror-like reflections but all of them have their problems.

The dev is working on Insurgency most of the time and works on Underhell in his spare time. Keep in mind the parts are basically full games themselves and this is one person with a handful of other people doing it in their free time. Chapter 2 is apparently bigger and longer than chapter 1 too.
