You're using the shortstop, a mid-range weapon. The push from the altfire has a more horizontal aim than the airblast, though it functions similarly.
It's a good harassment tool if you want to get distance from your opponent. Scout is known for being a cunt anyway and the shortstop pales in comparison to the stock so the idea is functional.

Quick play got you the same results, only slower. If you wanted to play on the official servers you could have just searched Valve servers and the map/gamemode you wanted to play. You can choose, but Valve servers (ie vanilla servers) are basically gone, and can no longer be accessed via server browser. They are now strictly for Comp&Casual.
You can still go to community servers, but the problem is that these servers are terrible. They either have tons of stupid shit like plugins, mp3s, etc. or are some garbage like "instarespawn" or over the player cap, so they just end up being garbage.

Skail is cancer, they have an afk system that has bots take over your account and play for you.

Community pubs were dwindling as the game grew older; that's the reason Valve made official pub servers. When they did that, even more community pubs vanished due to redundancy.
