When I did play I didn't mind that the inhabited area was so small compared to the area that could be traveled. What bothered me was the lack of things to do and also the lack of inhabited space. You would think that after a thousand years of space travel in a series that takes a fantastical approach to everything that there would be more than a single dinky orbiting station at the random planets. Although the gameplay of X Rebirth is pretty shitty, when I got off of the highway systems in that game and there came into view a huge network of stations and NPCs interacting with them, I was awed. Dialogue generation is pretty much impossible for an indie dev, that's something research teams still struggle with. Quests and civs are borderline impossible to make with enough variety while also avoiding retarded combinations.
Talking from experience here, I'm making a spaceship adventure game with a startrek theme where you fly around space doing quests and send landing parties down to fight in turnbased combat like in xcom. I wanted to procedurally generate as much as possble but slowly I realized how difficult some things are and I have to bullshit around so much stuff (for example dialogue generation code is mostly taken from smarter people than me, pasted together into an unholy mess and I made up some bullshit about how your ship has an old translation system to explain why the sentences are so weird). Pretty much the only things that were relatively easy to do with enough variety are the planets and spaceships.
It was fucking obvious that they were bullshiting or at the very least overblowing half the claims about their game right from the start.

I'm not sure how to put this in words. The closest I've ever played is the settlements system in Fallout 4. I'm talking about the way you can create settlements, "recruit" settlers and assign jobs to each one of them. While you also have that kind of rpg into it. I loved Terraria when I played it but I got bored when I tried creating defenses for my town and they didn't work against the NPC's. Also the fact that every NPC you have in town is just a vendor.
