What they should have done is made him sneakier,like a symbiote from Spiderman or like Super Buy and have him absorb some of the weaker fighters whilst they were vulnerable.

Serious answer is that he is the SFV Akuma. A straight up jobber.
His whole plot device is that he absorbs, aka KILLS, anyone he defeats. And since they can't kill off any of the returning character for plot reasons. PLUS Capcom probably doesn't want to kill of new characters. It means he has to lose every cannon fight.
