I'm building a PC right now and I have every part except the motherboard and the Ram, I live in a shitty third world country so my only options are the asus z170 pro gaming or the asus z170-a, they're both exactly the same price. Also, is it true that these motherboards have issues with 3000 mhz or higher ram? I might use my pc not only for gaming but also for 3d modeling and maybe animation too so I want to know if having a ram with lower mhz will affect me in some way.

As for those two motherboards - I would go for the Pro Gaming, purely because it has a better integrated audio solution (ALC 1150 instead of 892 on the Z170-A). Otherwise they should be basically the same - the exact same connectivity, same power phase config, etc.
And no, memory over 3000 Mhz is affected by the quality of the integrated memory controller in the CPU. But speeds of 3200 or 3400 should be attainable on virtually any i5/i7.
Neither does that memory speed matter that much - but it has been shown the Skylake can benefit from higher memory bandwith in some situations and since the price difference between a 2133 Mhz kit and a 3000 Mhz one is like 10$ I see no point in going for bottom of the barrel RAM.
