they aren't required, but they usually do. Disc has some data on it, to minimize bandwidth usage, but you still need to install Steam activate the game and download the missing part.

They still come in physical boxes. Disk that comes inside is literally useless, once you activate your "physical copy", you can throw it away, it holds 0 value and the same amount of purpose.
