You misunderstand why Ryan built Rapture if you think he loved it. It was a means to an end. Ryan didn't specifically want to build an underwater city. He wanted to put all of his wealth somewhere that none of the "parasites" he hated could tax it. That just happened to be on the bottom of the ocean as the technology necessary to go to space didn't yet exist.
If he sold out Rapture to the very people he built it to escape from, and to hide his wealth from, that would defeat its purpose and destroy his life's work way more than letting someone else like him take control of it.
