That's not the OVA, but even the Sonic CD intro and endings is enough to go on I think. More serious and direct, strong morals, but also lighthearted and playful. It's simple, but it's valid. I didn't really see that Sonic when reading the comic, it seems more based on AoSTH Sonic. It's fine if you're into that, but it's not what I like.

Alex Ross does almost entirely covers, he very VERY rarely does interior artwork (his biggest projects probably being Kingdom Come and Marvels) precisely because painting it all is extremely long and there's no way he could keep a proper schedule doing it.

Do you legitimately think Ross actually produced those books within a month? They were prepared way, WAY ahead of time. Kingdom Come was a miniseries that was explicitly planned to work with Ross' style and schedule.

Quality artwork that at least matches the cover of the issue you're buying isn't an unreasonable request is the point. Good artwork in comic books is not some insane alien concept. Alex Ross is a big example of that, Sonic doing it with the VASTLY SIMPLER COLORING STYLE AND ART STYLE should be easy by comparison. Hesse drew the cover himself and it looks great, he could have colored the rest of the book like that instead of being a lazy fuck and getting someone else to do it. They didn't put as much effort as they should have into making this a great tribute is all I'm saying.

It's a flanderization based on Eggman tricking him in S3/SA1. It started with Advance 2 and Sonic X, IIRC. It got worse since the Pontaff era, though.
While he's not the most brilliant guy around and has always been intended as some kind of comedic character, he has shown some bits of intelligence in the past, like his abbility to read ancient languages and knowledge of all kinds of martial arts and treasure hunting, or his common sense.
