Heavy is the face of TF2 and represents everything good about the game, as he's supposed to be a moving tank/fortress that helps the team advance.
The pyro is the epitome of jokes about LE EPIC RANDOM PONY OF TEH DOOM XD and does nothing but be an inferior spychecker who would be better as a soldier.
Pyro because they actually need help to be competitively viable. Heavy is fine.

Comes down to "Who do you think needs a fix" and while both are desperate for balances I'm going to go with Heavy since he's the most simplest and Pyro at least has airblast to counter shit.
That said, b4nny confirmed that you won't actually have to play as either class to pick a side so I'm speculating it's just a literal vote, which is a shame but I could understand not wanting every game 12 heavies against 12 pyro's, especially with comp coming out at the same time.
Alternatively it could be contracts which is FUCKED if they pull that shit.
Neither because I don't play this game anymore. Honestly, just how much of this can you play? I have 1.4k hours recorded and haven't touched it in about a year (started playing late 2010.)

While this is the most likely what will happen, since it's basically accepted that was Spy Vs. Engie changed last minute, I still hope they find a way to make it an actual War.
Maybe instead of just making it have Pyro and Heavy have all the classes divided in one team like maybe Engie, Sniper and Demo could be team Pyro and Medic, Spy, Scout and Soldier join team Heavy?
