The PS4 does have PS2 emulation, though, and I suspect if anyone can hack it like they can hack the late-model PS3s, they could probably get the PS4's emulation engine to run discs. They just don't have that enabled by default because the emulation is super case-specific and spotty.

The PS2 actually ran on a beefed up version of the PS1. It's not an emulator, it's literally exactly the same machine running exactly the same format.
Same with the PSP, which can also run PS1 games native.
Also, early PS3s contained actual PS2s inside of them, whole-hog. They took them out in later versions and replaced it with emulation because it was cheaper.
