Where'd you hear that? I know they're doing some work on porting the first episode to the latest version of Source but I'm not sure how much work is actually being done at the moment.
What I did read is that the dev is just doing work on it when he feels like it, which is what he did for the first chapter. But it's not going all that fast because he is working on Insurgency. He did say he'll never stop working on the game though because it's his pet project basically.
I do think Underhell deserves a good budget and a better engine though so hopefully you're right. I'd be fine with waiting if he does plan on using Source 2.

Why are the controls for FEAR 3 so shit?
I can't play it with M+KB, and I can't play it with controller. I was doing a FEAR series marathon and I had to stop in the first fucking level because everything felt uncomfortable.
I think the only it does different is add a "cover" button, and it completely ruins the layout of the controls and makes the gunplay unbearable.

Not really - they're "smart" for Source-based AI, but on servers where there's like 20-30 bots, they have absolute shit-tier unit cohesion and usually zergrush doorways where they know they're going to get shredded. They don't really use cover either. I'd say Insurgency has the absolute best modern weapons experience in the vidya market, so if we're just talking about general combat, then yes, I'd say Insurgency would take the cake. ArmA has potential as well but God damn fuck those clunky as fuck controls and animations.

But yeah, every FPS I have played has shit AI - usually keeping themselves vulnerable and running straight towards certain death; not working together as a team and sharing cover and area of responsibility, etc. FEAR's AI was fucking great - they moved quick, they worked together, they'd flank you and take you by surprise when there was an opportunity to do so, and IIRC, they'd cover each other in engagements - they'd also toss grenades when you're hiding behind cover to flush you out before they approach if not just with the intent to kill you. The only thing that bugs me is their animations - and they moved just a little too fast while retreating.
My dick would be diamonds forever if there were ever a game where the AI stacks up on doors and breaches and clears rooms while not being actively engaged. My entire desktop would be saturated in dick gravy if said AI would breach from multiple entryways into one room simultaneously and actually communicate with each other - checking on each others' status and shit once in a while. That, of course coupled with Insurgency's silky smooth controls and weapons realism.

All you have to do is download the files from moddb and extract them to your Steam/*username*/sourcemods folder. You need to have Source SDK 2007 or something downloaded too, which will be in the tools tab in Steam. I don't think you need any specific games for it since I think TF2 being free means everyone gets it but I don't know how you wouldn't have any Source games at this point.
