It's because they didn't have a case where they were put in a life and death situation and you got a real focus on them. Usually they're just incidental characters nobody cared enough to kill or comic relief so the game still retains some levity and the ability to shoot dumb questions at the player.
Though it would be kinda cool having to reveal the Mukuro mystery while she's still alive and arguing against you, I guess. The Nagito one is non-negotiable though, we need 2-5.

Man I remember playing the first game and I immediately clinged to Hagakure, thought he was cool and was my first favorite of the game. I kept expecting him to die constantly throughout the game because of hiw easy a target he was, even up until the end I was expecting him to mastermind it all because there was no way my bro was gonna make it out alive, but he made it all the way and that was one of the happiest surprises for me in the first game.
Then I went online and saw that literally everyone else loathed him and wished he died :(
