They were extremely proud of the Gamepad. That's what most of their R&D for Wii U was spent on. The hardware in the console itself is just yet another updated version of the previous one. You should be able to at least call a toll free Nintendo line and see if you can get some options. Maybe you can buy a replacement one.
Also consider opening the gamepad and seeing if maybe some dirt or something is messing it up.
As for the gamepad's market appeal, Nintendo wanted to do tablets since they felt tablets would feel novel and become popular, which was correct.
The problem is Nintendo didn't get their system out of the door fast enough and Apple's beat them, not to mention their tablet based marketing ended up convincing people that it was a tablet addon for their wii, so since people weren't interested in the tablet, they never became informed.

The first line is in regards to feature glut, which can definitely be a problem, and not even just in the final product. We hear about stuff getting cut all the time in production. The time and money spent making that stuff doesn't come back.
So what he's saying is, they're going to have more concrete planning for their development cycles in the future, and stick to those plans instead of going off the rails.
Is it better than what they do now? From a financial perspective, probably. How it'll affect the playability of their games, we will see.
