Rockstar San Diego will not allow any of their games on PC. They've never said why but I wouldn't be surprised if it's the old piracy fear again. A former RDR dev said they actually had a working Win32 build of the game, it was the original build which was ported to the consoles, but they had no intention of ever releasing it. Rockstar San Diego are basically the brains of Rockstar, they are the guys who do all the engine development and maintenance work, they seem to have enough clout to stipulate their games are not to be released on the PC to Rockstar management. Apparently Rockstar North are not so lucky, they did not want GTAV on the PC.

Lightning Returns: Final Fantasy XIII came out on PC a year after its initial release on PS3.
Final Fantasy Type 0 HD and Final Fantasy X/X-2 HD Remaster came out on PC a few months after their PS4 release. Final Fantasy IX came out a few months after its phone release.
There is no precent to assume it'll be years after their console releases.
As for Star Ocean and FFXV, neither of them are just "considering" or "planning", especially the former. Star Ocean devs in an interview did not speak with the sense of "we are planning it" but rather "Its going to happen"

PS3 multiplats consistently looked and performed worse than the 360 sku with very very few exceptions.
RDR on PS3 had a lower resolution, worse lightning, lower quality shadows, lower draw distance, less grass, and a lower average framerate. I owned it and it sucked. Going to the 360 version was almost like going from a PS360 multiplat to the PS4/XB1 version.
RDR was leaked earlier on XB1 and digital foundry did a framerate test. The cutscenes actually ran at a higher framerate and there were slight dips in the towns but on the flip side no screen tearing. The framerate dips went down to 27fps which is still higher than the 25fps average of the PS3 shit version. And that was a leak, the one that comes out on Friday will probably be better

Because they want to SELL backwards compatibility. Remember PS3? They stopped making the PS2's with PS2 innards. Magically PS2 classics appeared on the PSN. Those classic were just repackaged versions of PS2 ISO's. They never actually got rid of PS2 BC. They simply locked it down and sold it.

If you don't have a gaming PC as well as one last gen/current gen console, you're doing it wrong. Especially now that PS3/360 games and the last-gen consoles are so cheap. I picked up Uncharted 2 and RDR pre-owned for less than 10 bucks and there was literally nothing wrong with either of them.
