To be fair, he was never supposed to be a tank counter. Reaper is the tank counter and siegebreaker, McCree is meant for lighter characters, especially those that are harder to hit.
Problem is, he's simply not as good at that role when compared to Soldier, Reaper or even Pharah. No mobility, no survivability, excessive Falloff.
Overrated is so stated for memes it just takes them from other games without relevance. It's almost like it's trying to fit in too hard. I'm not even baiting.

That said, he's not useless, just underpowered and without a clear field to excel in, except for the whole flashbang ult denial thing, which is still ridiculously situational.

The nerf didn't hamper his usefulness at all, it only raised his skill ceiling to the fucking skies, as shitters can't just fth everyone and kill everyone.
Flashbang + headshot is a guaranteed kill for 3/4 of the rooster.
