I don't think Valve's crate is gambling though. Crates are more in line with booster pack trading cards.
When you buy a pack of trading cards, your guaranteed a certain amount of cards. You go in knowing your getting cardboard. You will always get something. It is a legally binding agreement that you are exchanging your money for a set of items, even if they are shit right?
Same thing with crates. You are spending money knowing that you will get virtual items, even if they aren't rare or valuable. Gambling is when you put up something of monetary value and HOPE you get something because chances are that you will get nothing.
