CH has enough of a budget, even more than necessary, to make a well-made game. They straight-up chose to reuse assets, reuse engines, refuse to overhaul anything, refuse to flesh out game mechanics, ect.
Shit like Gust or even Indie devs make more with less. CH had their chance with making V-II almost acceptable, then blew it with Seha and geki blanc.
