This is pretty much it. The game even gives you dynamite early on that can turn cazadors into pussycats. They're actually a brilliant concept meant to punish people who just blindly enter VATS, aim at the head, and fire.

Unmodded, things like Deathclaws and Cazadores reveal the failing of the Damage Threshold system. Since most melee attacks deal massive damage per strike, any amount of armor is basically pointless against them. When something does 300 or 350 damage a swipe, whether you have 0 armor or 36 armor matters little.
One nice thing about the JE Sawyer mod is that it brings back damage resistance to supplement Damage Threshold. Light Armor still only has DT, but Medium, Heavy and Power Armors have DR as well depending on the Armor. The Best Armor, Remanent Power Armor has a DR of 35% to go with the DT of 28, making it actually really useful in standing up to Deathclaws and Cazadores and the like.
