They're doubling down on modders now, a new engine would be a massive pain to turn into something as moddable
They'd have to learn how to use a new one. Though they don't even seem to really know how to use the engine they're currently using but it would be even worse I imagine with a new one. Plus they're expected to release mod tools so they'd have to start from scratch with that with a new engine and depending on licensing they might not even be able to do some things at all.

I have no idea. They own id now. They've got the masters of engine programming in their fold. You'd think they'd take advantage of that.

Who at id is even still there from the early days? Carmack was their lead programmer but is gone now. idtech6 does look pretty cool though and seems pretty well made judging by Doom.
I'm interested in the changes Arkane did to it for Dishonored 2. Apparently they rewrote 75% of the engine to fit their purposes.

The main reason is customization. The engine is actually really moddable and updatable. Early leaks for TES6 have already shown that they plan on adding full environmental destruction and such.
Without the engine mods would be nowhere near as numerous as they are. Would you really want a more stable engine and about 5000 less mods?
