They have to anon, the major theme for the NX is redefining a videogame platform. In other words, they're not going to tie games to hardware but to a software platform, i.e. a iOS competitor, NintenDOS. The way they're going to achieve this is by standardizing EVERYTHING. They need a standard OS on both the NeXt DS and NeXt Wii, standard controls so you can play the games the exact same, and they're even going as far as to use the same media, i.e. game cards to play your games. So the same game card you put in your NXDS, you can take out and put into your NXWii when you get home to play on the big screen.
The reason why they have to do the dual screen is, again, the standardized controls to make the theme of "Play how you want" work. The NXDS inherently has the dual screens so the NXWii has to have a screen on the controller as well. You could say, they should drop the dual screen on the NXDS (in other words regress it into an NXVita) to cater to the touch screenless NXWii, but why would they compromise their more successful systems for their failed systems?
